It is the butterfly. Do not bend all that does not help performance. When you press the throttle is opened to allow more air into the engine, so if you are twice as high, as always pressed the gas pedal. The reason for the deduction on the accelerator, is that the normal flow of gas from a carburetor, not enough for you to increase rpm quickly.
